The MPP Scholarship is intended for students from non-EU countries who want to study the Master of Science in Public Policy and Human Development, a unique programme that is a collaboration between the United Nations University and Maastricht University. This scholarship is awarded to one MPP student per year, and covers the non-EU institutional tuition fee of €21.400 There is no age restriction to apply for this scholarship.

Who is eligible?

All candidates must meet the following requirements:

  • Hold nationality in a country outside the EU/EEA, the UK and Switzerland and meet the requirements for obtaining an entry visa and residence permit for the Netherlands
  • Have not previously studied outside of your home country
  • Have been admitted to the Masters in Public Policy and Human Development at UNU-MERIT/Maastricht University (which requires the payment of a handling fee of €100 [excluding bank costs] - refunded to you once you have started your studies)
  • Have a Bachelor or pre-Master degree

Selection procedure

Step 1: The UM International Services Desk checks if all applications are complete after 15 February 2025.

Step 2: The UM Scholarship Office forwards your application to the Public Policy and Human Development admission office.

Step 3: The Public Policy and Human Development admission office - in cooperation with the respective programme coordinator(s) - ranks your application based on the UM scholarship selection criteria and proposes a top-5 to the Public Policy Scholarship selection committee in February 2025.

Step 4: The Public Policy and Human Development Scholarship selection committee (composed of the Public Policy and Human Development academic programme coordinator, a representative of the UM Scholarship Office, the UNU-MERIT Alumni Office and Board of Examiners) invites the top-3 applicants for an online interview, following which a decision is taken. In case you are not selected, you will be added to a reserve list in case the selected candidate(s) decline(s) the scholarship.

Step 5: The UM International Services Desk will inform all candidates of their application status in March 2025. Your status will be selected, waitlisted or rejected by the beginning of April 2025 at the latest. Waitlisted application statuses will be changed to selected or rejected by April 2025.

Step 6: You must sign and return the award letter to the UM International Services Desk to accept the scholarship.

Both the U.S. government and the Dutch government support the Fulbright programme, which provides funding for students, scholars, teachers and professionals to undertake graduate study, advanced research, university teaching and teaching in elementary and secondary schools. Maastricht University (UM) supports the Fulbright programme by providing a Fulbright scholarship in any of its many master’s programmes.

The Fulbright / Maastricht University Award provides fully funded 1-year master’s level scholarships. UM offers two awards for eligible students of U.S. higher education institutions in any of its master’s programmes. Who is eligible?

Students of U.S. higher education institutions who wish to apply for a master’s programme at UM. U.S. students currently residing in The Netherlands will not be considered for the Award, neither will U.S. students with both a U.S. and Dutch citizenship.

9-10 months for a Master's programme, depending on your participation in the Pre-Academic Training of Maastricht University.

Selection procedure

Criteria for selection will include academic merit and potential for contributing to the development of civil society in the countries listed.  Those candidates shortlisted for admission may be interviewed online or in person by a selection committee and may be asked to provide additional essays regarding their career goals. Applications will be considered from well-qualified candidates in all fields for which graduate programmes are offered by UM. Only students who are admitted (at the time of application or later during the selection process for the Fulbright scholarship) and who furnish proof of acceptance to one of the graduate programmes, will be considered.

At University College Maastricht (UCM) and Maastricht Science Programme (MSP), we want to prevent that the tuition fee amount becomes an obstacle for talented students to enrol at Maastricht University. We recognise that some applicants from EU/EEA countries may be unable to pay the UCM/MSP tuition fee, which is higher than the national tuition fee set by the Dutch government. We therefore offer a tuition fee waiver for these applicants to cover the difference between the two fees.

Who is eligible?

All candidates must meet the following requirements:

  • You are applying for the Liberal Arts & Sciences programme of UCM or MSP
  • You hold an EU/EEA passport
  • You do not have personal funds available
  • You do not have parents or guardians who are able to support you financially
  • You do not have access to maintenance grants
  • You do not have access to subsidised loans

Duration of the UCM/MSP tuition fee waiver

The UCM/MSP tuition fee waiver is awarded for the duration of the bachelor’s programme, with a maximum of 36 months.

 

 

Amount of the UCM/MSP tuition fee waiver

The tuition fee waiver covers the difference between the UCM/MSP tuition fee and the national tuition fee set by the Dutch government.

Step2: simultaneously submit a waiver request to ucm-admissions@maastrichtuniversity.nl. Please bear in mind that the Board of Admissions need to review the application. The sooner a request is made, the sooner a decision can be communicated. 

The request for a waiver should include the following documents:

  • A letter stating the reasons for your inability to pay.
  • Official documentation of financial situation, such as recent (parental) tax return and/or statements of personal wealth.

Please note: if a candidate does not and/or cannot provide the necessary proof, the application will not be assessed by the Board of Admissions.

Selection procedure

Step 1: the Board of Admissions reviews all waiver requests during the application procedure.

Step 2: the Board of Admissions informs the applicant on its decision as soon as possible.

The Global Studies bachelor-level study programme trains students to understand and develop solutions for complex global issues, crossing disciplinary and geographical boundaries. The study programme is unique in the Netherlands for having six faculties, each with their disciplinary expertise, contribute equally to the educational content of the programme.

  •  You hold the nationality of a country that is eligible to receive Official Development Assistance from the OECD, and meet the requirements for obtaining an entry visa and residence permit for the Netherlands.

     If you already have a residence permit for another Schengen country , you can only apply if this residence permit is still valid until at least 2 September 2025. If your residence permit expires before 2 September 2025 you can only apply for the Scholarship from your home country via a MVV visa application.   • You do not have a dual nationality from any country in the European Economic Area or any other country not included in the list.
  • You have never participated in a degree-seeking higher education programme in the Netherlands. Students who have completed exchange programmes in the Netherlands are welcome to apply
  • You do not have a diploma from a higher education institution; you are not eligible for a scholarship if you have completed a degree programme equivalent to a bachelor degree.
  • You are not older than 35 years of age on 1 September 2025
  • You agree to become an active Global Studies and UM ambassador during and after your studies, by committing to share your experiences during at least one (information) session for students and/or other stakeholders
  • You have submitted your application for the Global Studies Programme via Studielink and the UM portal and have been (conditionally) admitted to the Global Studies study programme.

"Before coming to Maastricht, I found the programme suitable to me as it has many dimensions that interest me and I haven’t found this combination in other programmes. 

The more I work with UM, the more I like it. The admission was straight forward, and I love the admission site where I upload my documents. To be honest, it is the best admission site among all the schools I applied for. When I needed support during my application, I always received an email with an answer the next day. After one semester here, there is one thing know for sure when it comes to UM: I will always have support. Which is an important aspect for international students like me who are not familiar with a lot of things in the Netherlands.

So far, I am really enjoying my time here at UM. I feel that I am cared for by others, especially within the programme. Our feedback is welcome and the programme does take actions towards improving the courses based on our feedback.

The Problem-Based Learning (PBL) structure of education here at UM is transforming my perception that learning is not necessarily vertical (from professors and tutors). "I remember the first time I entered the Brightlands Chemelot Campus. The first thing I saw was a huge cooling tower (the one we always think is from a nuclear power plant). It was very impactful for my life, as for the first time since I had started studying, I felt part of something bigger. 

This was still when I was in my bachelor's, enrolled at a Brazilian University, and I came to one of the campus’ companies for an internship. It was then that I got to know Maastricht University and the master's programme in Biobased Materials. I knew I would be able to accomplish so much, when staying here. So I applied for the master's programme and was awarded a Brightlands Talent Scholarship. 

Saying that this scholarship has changed my life is a bit of an understatement. The professional growth I have experienced during the programme is much beyond my initial expectations, and much of it is related to the programme being taught at the Brightlands Campus. Besides, of course, studying with amazing professors, the connection between the university and the companies of the campus allows for an almost endless number of opportunities. For instance, currently, I am working as an intern at another company at Brightlands, as part of my final thesis research project. 

What I really like here is the shared interest in sustainability, among basically the whole campus, which has always been one of my biggest motivations and what I want to commit to as a professional. 

Beyond professional growth, I also enjoy the Netherlands and Europe a lot. I had the opportunity to make many different friends from various nationalities and backgrounds, which is really different from what I could do in Brazil. Living this exchange of cultures really thrills me. Also, traveling, one of my strongest passions, is very easy around Europe. I feel very happy and realised both personally and professionally here and definitely see myself staying a little longer after graduating. 

I am very grateful for the opportunities I had as a UM student and as a Brightlands resident, and I think the most important thing is how it prepared me for a future that looks really exciting."

"I am a student with a diverse background in data science and software development, focusing on projects involving genomic data processing and the incorporation of Natural Language Processing (NLP) methods into healthcare solutions.

Everything started two years ago when I decided I wanted to study in Europe – since it is a great opportunity for me to communicate with scientists and other professionals from all over the world without difficulties. Maastricht was one of the few places that offered not only good programmes in Data Science but also generous funding opportunities.
I applied, and everything went smoothly during my interview. In April 2023, when I received my acceptance letter, my journey started!

What I like about my study programme is that its duration is two years. So I had the whole year for studies and small research projects, and I did not have to think about my master’s thesis. 
For the first half year, I dedicated myself to studying, and now I am also involved in different activities. I participated in a hackathon by the bank 'Bunq' in Amsterdam, where I applied the knowledge and experiences I received from NLP courses here. I will also participate in the conference ByteMAL, organised by UM, and in the Sciencepreneurship Summer School at the end of April, where I hope to enhance my practical skills and make a lot of new connections!

Last, but not least, are trips and adventures: for the past year, I had several trips to Belgium, Germany, Andorra, Spain, and all over the Netherlands. I like living in the (almost) middle of Europe!"

The Maastricht University (UM) NL-High Potential Scholarship programme offers 21 full scholarships of € 34,000 (including tuition fee waiver and monthly stipend) each academic year for highly talented students from outside the European Union (EU) who have been admitted to a master’s programme at UM.

Who is eligible?

All candidates must meet the following requirements:

  • You hold a nationality in a country outside the EU/EEA, Switzerland or Surinam and meet the requirements for obtaining an entry visa and residence permit for the Netherlands. Please check this website before you apply to see in which country you have to collect your MVV visa for the Netherlands . If you already have a residence permit for another Schengen country, you can only apply if this residence permit is still valid until at least 2 September 2025. If your residence permit expires before 2 September 2025 you can only apply for the Scholarship from your home country via a MVV visa application. More information can be found on the webpages of the Visa Office.

     

  • You do not have dual nationality from an EU/EEA country or Switzerland. 
  • You have applied for admission to a participating full-time master programme at Maastricht University (participating programmes) for the 2025-2026 academic year.

     

  • You meet the specific admission requirements of the UM master programme to which you have applied.
  • You have never participated in a degree-seeking higher education programme in the Netherlands. Students who have completed exchange programmes in the Netherlands are welcome to apply.
  • You are not older than 35 years of age on 1 September 2025.
  • You have obtained excellent results during your prior education programmes, as demonstrated by your latest grade transcript showing a GPA of 7,5 out of 10 or higher.
  • You can only submit an application once, please make sure all documents meet the requirements before you start your application. We cannot add or replace documents after you submit the application

Please note, this is a very competitive scholarship, only 2% of the applicants get awarded the scholarship.

Please note that a mandatory part of the Scholarship is a room that will be allocated to you. Accepting the Scholarship means, you accept the room. The accommodation provided to Scholarship students is not suitable for partners/spouses and/or children. Preferences with regard to the accommodation f.e. religious beliefs will be taken into account. Refusing the room means your Scholarship will be cancelled.  

The amount of € 15,925 for living expenses (€ 1,225 per month) covers the following expenses and can be broken down as follows (amounts are subject to change):

Step 1: Apply for one of the participating master programmes at UM (participating programmes)
For further details on how to apply for a master programme at UM, please see your prospective programme’s webpage. Once you have submitted your application via Studielink, you will receive a student ID number for UM. You will need a student number in order to complete and submit the Scholarship Application Form (see Step 2 below).

  • Please note: only the master programmes in the list above are eligible for a UM NL-High Potential Scholarship.
  • Please note: you first have to apply for the master programme at UM to receive your student ID, as soon as you have your student ID you can apply for the scholarship. However, you must meet all  admission requirements, except legal residence,  of  your master programme before the Scholarship deadline. Please be aware that the admission deadline may differ to the Scholarship deadline.
  • Please note: if your study programme requires the payment of a handling fee as part of your programme’s admissions procedure, the UM International Services Desk does not cover handling fees. You are responsible for paying any handling fee your programme may require by 1 February 2025. To check whether your programme requires the payment of a handling fee, please check your programme’s webpage under the menu tab 'Admission requirements'.
  • Please note: you need to provide an official document from your home university showing your most recent GPA and a document explaining your grade system. We only accept applications with a GPA of 7.5 out of 10 or higher. This is equivalent to a minimum of 75% out of 100% or 3 out of 4 depending on your grade system.

    Your CV should be up-to-date, contain relevant information about your education and (job) experience, and should not be longer than two A4 pages. If you have received any awards or prizes, please do not forget to mention these on your CV.
  • Letter of motivation 
    Please use the template for the motivation letter. This template will focus on your motivation for the scholarship.
  • Proof of academic excellence
    Please upload:
    1. Your university transcript or an official document from your home university showing your most recent GPA of 7.5 or higher Only applicants with a grade point average of 7,5 out of 10 or higher will be considered
    2. A document explaining your grade system. Your university transcript has to show at least 75% of the maximum grade, for example a 3 out of 4 that would be equivalent to a 7.5 out of 10 at Maastricht University.
  • Personal statement of financial needs. 
    Please explain why you would benefit from being awarded a scholarship and describe your personal circumstances such as financial difficulty, sole parent/caretaking responsibilities, medical condition, disability, refugee status etc.
  • A reference letter. We have prepared scholarship reference letter guidelines; please forward them to your referee, as they will help your referee to write a good reference letter on your behalf. Please note that referees must be (former) professors, lecturers, or employers, and not family members. Recommendation letters should be dated and written no earlier than February 2024. Letters that do not adhere to the guidelines are not taken into account, which means your application is incomplete. You need to upload the reference letter yourself, this cannot be done by your referee. Please note we may check your reference. 
  • The contact details of one referee
    Please note that we might check the authenticity of your referee by contacting your referee. Therefore, ensure that you take the following steps when choosing a referee and submitting their details:
    • Relationship to applicant; indicate your referee’s connection to you. Is this your professor, thesis supervisor, employer? Please remember that family members may not function as referees.

Selection procedure

  • Step 1: The UM International Services Desk checks if all applications are complete after 1 February 2025.
     
  • Step 2: The UM International Services Desk sends all complete applications to each UM Faculty in February 2025.
     
  • Step 3: Each Faculty selects and ranks their top 5% of scholarship applicants and sends these to the UM International Services Desk for a final check in March 2025.
     
  • Step 4: The UM International Services Desk confirms the Faculty selections by the end of March 2025 and will invite the selected candidates for an online interview.
     
  • Step 5: After the interviews have taken place the UM International Services Desk will inform all candidates of their application status in April 2025. Your status will be selected, waitlisted or rejected by the beginning of May 2025 at the latest. Waitlisted application statuses will be changed to selected or rejected by May 2025. Scholarship awardees will receive more information about the UM Pre-Academic Training programme and arrival in Maastricht upon receiving their award letters. The UM Pre-Academic Training is a two-week mandatory component of the UM NL - High Protential Scholarship programme. The Pre-Academic Training starts in the first week of August 2025.
     
  • Step 6: You must sign and return the award letter to the UM International Services Desk to accept the scholarship.

"During my time working as a physician in my home country, Ethiopia, at the height of the COVID19 pandemic, my passion for understanding diseases on a broader scale was ignited. While I valued the hands-on impact of clinical work, I found myself increasingly drawn to the bigger picture—researching the patterns and causes of diseases to help the community at a larger scale. This realisation led me to pivot my career towards epidemiology and public health.

I aspired to pursue advanced studies and, while exploring opportunities, came across the UM NL-High Potential Scholarship. Its focus on rewarding outstanding academic achievement set it apart, so I decided to apply to the UM-FHML Department of Epidemiology. “Growing up in a small city in northern Kazakhstan, studying abroad - let alone in the Netherlands - felt like an impossible dream. In 2020, I started preparing my application for a scholarship but soon gave up, convinced that such opportunities were only for people with extraordinary intelligence or achievements.

Everything changed last year. It was a time of self-reflection and growth that taught me the importance of believing in myself. I realised that success is not about being perfect - it is about working hard, staying committed, and trusting your own strengths. This shift in mindset motivated me to try again, and I am so glad I did. 

Today, I’m living my dream by studying 'Media Studies: Digital Cultures' at Maastricht University. The practical, hands-on approach combined with Problem-Based Learning makes the programme both holistic and engaging. So far, I have recorded a podcast, experimented with analog media, and created a digital application as part of a design-thinking project with my group mates. 

Beyond academics, I became a social media ambassador for my programme and started working as a research assistant on a research communication project at my Faculty of Arts and Social Sciences. These experiences are shaping my knowledge in the field and preparing me for an exciting career ahead.
