Inaugural lecture Prof. dr. Raymond Schlössels

Appointed professor of "Administrative Law" in the Faculty of Law

"De bestuursrechtelijke rechtsbetrekking: Burger en openbaar bestuur verbonden door het recht"

Nowadays, Dutch administrative law scholars often discuss the administrative law relationship (bestuursrechtelijke rechtsbetrekking (Dutch), Verwaltungsrechtsverhältnis (German)). The subject of this discussion is usually the jurisdiction of the administrative courts. This inaugural lecture explores the administrative-law relationship from a broader perspective. What is the condition of the legal relationship between citizen and public administration in the Netherlands after various political-administrative scandals and affairs (e.g. the childcare-allowance affair)? What role can law play to sustainably strengthen the administrative-law connection between citizens, administration and public services? Should we fully focus on responsiveness or remain traditional legal safeguards important to secure the rule of law? How should we view corporate government in the public domain, the turbulent digitalisation of our public administration and the introduction of open private law standards in administrative law? Various legal norms come into focus: statute law, general principles of administrative law and public subjective rights. Moreover, this inaugural lecture deals with the importance of legal doctrine, also in contemporary administrative law.
