"On the Impact of European Cohesion Policy - Does Regional Public Procurement Management Matter?"

While the positive impact of European Cohesion Policy (CP) on regional economic outcomes has been established through quasi-experimental methods, causal estimates of heterogeneous treatment response remain largely unexplored. In this paper, I investigate the role of public procurement management (PPM) as a source of heterogeneity, altering the impact of CP on regional economic outcomes. I estimate a fuzzy regression discontinuity with heterogeneous treatment and find a significant positive impact of more efficient PPM on the effectiveness of convergence transfer treatment. This has crucial policy implications, calling for higher quality of regional public administrations in treatment regions to foster local investment intensity, employment rates, and GDP growth.
