Climate Risk in the Housing Market: Insight and Policy Guidance

Climate risks bear significant implications for the housing market. Some of these implications are hurdles that stand in the way for the housing market to become low-carbon and climate-resilient. And from an economic perspective, these implications are of great importance when designing policies that help the shift towards a low-carbon and climate-resilient housing stock. In this presentation, Ester Barendregt will provide insight into the impact of climate risks on the Dutch housing market. The presentation will be followed by a panel discussion that includes Lu Zhang of the Dutch Central Bank.

The presentation is given by Ester Barendregt and Dr. Lu Zhang . Ester is chief economist at Rabobank, she and the team shape and promote RaboResearch's vision on the Dutch economy. Ester has twenty years of experience in the financial sector and government and previously held positions within the Treasury Department and at the International Monetary Fund (IMF) in Washington.
Dr. Lu Zhang is a senior economist specializing in real estate, climate risk and macroprudential policy at the Financial Stability Division of De Nederlandsche Bank (DNB) and often represents DNB in international fora. Prior to joining DNB, she was a research economist at the CPB Netherlands Bureau for Economic Policy Analysis, advising the Dutch government on housing policy and financial sector regulation.
