TARN Publications

TARN is committed to fostering dialogue between academics, policymakers, civil servants and other stakeholders to exchange experiences and expertise on topics related to EU agencies or agency-like bodies. Throughout the years, it has offered a platform for exchange of expertise and knowledge between practitioners and academics in annual round tables.

TARN also publishes a working papers series, blog entries and provides information sheets.

TARN Working Paper Series

The TARN working paper series aims to further excellence in scholarship on EU executive governance. Submission is open to scholars who would like to share their research on EU agencies and EU executive governance.

TARN Briefs

The field of study of EU agencies has vastly increased. This has increased the need for creating more clarity with regard to some of the fundamental notions about agencies in the EU. These information sheets provide basic definitions and knowledge about the essential aspects of EU agencies. To this end, TARN information sheets aim to increase the understanding of EU agencies based on the findings of the TARN research events. In this manner these information sheets are of high importance for teachers and everyone with an interest in EU agencies to gain knowledge and insights into the challenges posed by the agencification process of EU executive governance.

In addition to the briefs, the TARN network has set out to find a longer-term constitutional perspective upon the appropriate place and framing of EU agencies within the Treaties and the operation of the EU institutional system. TARN Dialogue

In addition to excellence, knowledge, and interdisciplinarity, TARN is committed to dialogue. TARN has integrate policymakers, civil servants and civil society within its objective of fostering the dialogue between academics and these target groups to exchange experiences and expertise. In this manner TARN forms a bridge between academia and practice.

EU Agencies in the Future Europe

On 7 December 2017, TARN co-organized an event entitled ‘EU Agencies in the Future Europe’ in Maastricht. This event was held in the context of the programme of ‘Europe Calling!’, commemorating the 25th Anniversary of the Maastricht Treaty.

What do EU agencies do? Do EU agencies need to be controlled more or better? Do EU agencies need to be more independent? Are EU agencies sufficiently transparent? Do EU agencies need to be merged? Is the model on which EU agencies are based in terms of expertise still sufficient for the future? Do EU agencies need to be spread geographically all over the EU? Do EU agencies need to connect more to citizens? Can EU agencies bring Europe closer to its citizens? These and many other questions were discussed during this debate.

TARN Dialogue III

The third dialogue was held in Brussels, on 13 April 2018, in a roundtable format. It was intended to take stock of three years of action and interaction from and between academics and practitioners. An agenda for reform was drawn up in the form of a report from the dialogue session.

TARN Dialogue II

The second TARN Dialogue Event took place in Brussels on 21 September 2017. Academics and practitioners again discussed several topics in breakout panels:

  • Performance & Effectiveness, chaired by Michelle Everson (Birbeck College, University College London)
  • Expertise, Transparency and Independence, chaired by Ellen Vos (Maastricht University)

  • National Authorities, Stakeholders & Citizens, chaired by Jarle Trondal (Arena, University of Oslo)
