10:00 Panel I - Data Protection and Cybersecurity Under Pressure Practice under stress, not theory

The purpose of this panel is to show, concretely, that data protection fails without security, and cybersecurity loses legitimacy without rights and accountability.

This panel should feel analytically rigorous and politically honest, addressing questions like:
- Is EU data protection a competitive disadvantage?
- Can Europe govern data responsibly in a geopolitical technology race?
- Where do sovereignty, innovation, and dependency collide?

14:30 Panel III - Beyond GDPR: AI, Technology Design, and Systemic Risk Where ECPC's future relevance becomes visible

Moderator: Prof. Herke Kranenborg 

The aim of this panel is to show that AI governance is not a break from GDPR, but a shift in scale (from individuals to systems), logic (from harm to risk) and timing (from ex-post compliance to ex-ante design responsibility).
