About

Luis Diego Segura has a bachelor and graduate in international relations and diplomacy from the National University of Costa Rica and obtained a Master degree in business administration from the Latin American University on Science and Technology of Costa Rica. Since 2009 he has been a professor of international relations in the National University of Costa Rica. He also was a consultant for the Central American Institute of Public Administration for the past three years working in the creation of a regional mechanism to support local governments in the adoption of climate proofing in public infrastructure in Honduras, Panama and El Salvador.

He has also been studying the use of foresight analysis in the public sector for strategic planning and the use of regional public goods as tools to strengthen the integration process in Central America. He has published several articles in does topics in the last two years.

At ICIS he will be studying the experience of several European countries implementing climate proofing to the spatial planning to create a strategy for Central American region.
