'Digitalisation of indirect Tax'

 

Maastricht University cordially invites you to the third edition of the seminar ‘International Supply Chain Taxation’, which will take place on Wednesday 26 March 2025.

Various speakers of international standing will address future changes in indirect taxation, such as the reform of the Union Customs Code, including the creation of an EU Customs Data Hub and Customs Authority. Collecting and reporting data in the field of indirect tax becomes increasingly important and these developments have an important impact on international trade supply chains for businesses and governmental agencies.

The following main topics will be discussed: the future of indirect taxation, the latest state of play on the reform of the Union Customs Code and the impact of digitalisation for customs and VAT.

13:15 – 14:00   ‘Insights in the developments of international trade from an EU perspective (Matthias Petschke (Director of Customs at the European Commission, Directorate-General for Taxation and Customs Union (TAXUD))

A high level of consumer protection and a level playing field for businesses, are important goals in the mandate of the recently appointed European Commission. Sustainability and economic security will define new requirements for customs processes and controls, including digitalization. Next to the reform of the Union Customs Code, further implementation of CBAM, import restrictions, and the requirements for the import of safe products, will set further requirements for various stakeholders in international trade. Director of Customs Matthias Petschke will explain the EU’s agenda for these developments in international trade and how the European Commissions aims to cooperate with business on these developments.

14:00 – 14:45   Insights in the Council discussions on the Reform of the Union Customs Code (Mr. Frank Heijmann, Counsellor Customs at the Permanent Representation of The Netherlands to the EU) 

With the ambitious proposal for a Modernized Union Customs Code published by the European Commission on May 17, 2023, there will be many changes ahead for customs authorities and business in logistics and trade. Especially the creation of a European Customs Authority and the EU Customs Data Hub are noteworthy. Declarations will be replaced by data and data will be centrally submitted, stored, and analysed. According to the Commission ‘The measures proposed present a world-leading, data-driven vision for EU Customs’. Frank Heijmann will discuss the current state of play of this proposal with a specific focus on the EU Customs Data Hub. How can businesses and the authorities best prepare themselves for the challenges ahead?"

15:15 – 17:15   Panel discussion on the digitalisation of indirect tax

The panel will discuss the impact of the data driven approach towards customs and VAT for business and the authorities, and what the pitfalls and opportunities are of the digitalization of indirect tax. The panellist will discuss this, each from their own field of expertise. For example, how should the authorities process the large amount of data that will be shared with them and how should this data be protected, both from a privacy perspective as well as cybersecurity? How can business collect data through the entire supply chain and how can they monitor that the data submitted is timely and correct?
