Abstract
The lecture examines how the EU-facilitated Kosovo–Serbia dialogue has evolved from a diplomatic initiative into a central element of EU accession conditionality. While existing scholarship has largely approached the dialogue through the lenses of conflict resolution, regional stability, and EU diplomacy, less attention has been devoted to the gradual transformation of political commitments into legally framed accession requirements.
The lecture traces this evolution through the principal agreements concluded between the parties, from the 2013 Brussels Agreement to the 2023 Agreement, showing how these arrangements have progressively acquired legal significance within the EU enlargement process. It further explores the main challenges arising from this conditionality framework, including ambiguities in the relevant provisions and divergent interpretations concerning the requirement to settle bilateral disputes.
About the Speaker
Dr Dren Doli is Ambassador of the Republic of Kosovo to the Kingdom of the Netherlands. Before entering diplomatic service, he was Professor of International Organizations, International Human Rights Law, and Diplomatic and Consular Law at the University of Prishtina. He is co-founder of the Group for Legal and Political Studies (GLPS) and has extensively worked on issues relating to rule of law and EU integration. He holds a doctorate in Public International Law from the University of Hamburg.
