Alexandre Skander Galand (A.S.)

Alexandre Skander Galand is an Assistant Professor of International Law at Maastricht University. He is an international law scholar specializing in international criminal law, international human rights law, and international humanitarian law.

Dr. Galand is Editor-in-Chief of the Oxford Reports on International Human Rights Law / UN Treaty Bodies and co-convenor of the European Society of International Law’s Interest Group on International Criminal Justice. He has participated in the International Court of Justice proceedings on the General Assembly’s request for an advisory opinion on the Obligations of States in respect of Climate Change. Dr. Galand has also consulted for the Case Matrix Network in developing the International Criminal Law Guidelines on Command Responsibility (Editions 1 & 2), and worked for the United Nations Interregional Crime and Justice Research Institute as part of the War Crimes Justice Project.

Before joining Maastricht University, Dr. Galand worked at the Hertie School, the European University Institute, the University of Oxford, and Koç University, and was a visiting fellow at the University of Essex and the University of Turin. He is a member of the Barreau du Québec (Canada) and holds a PhD in International Law from the European University Institute (EUI).

Dr. Galand is the author of UN Security Council Referrals to the International Criminal Court: Legal Nature, Effects and Limits (Brill, 2018), and has published in leading international law journals, including the Leiden Journal of International Law, Human Rights Law Review, International Journal of Human Rights, Journal of International Criminal Justice, and International Criminal Law Review.

Dr. Galand is currently working on two projects: (1) The Contributions of the UN Treaty Bodies Case Law to International Human Rights Law, and (2) The Shifting Paradigms of International Law through Adjudication and Normative Interplay.
