EmergEU Workshop explores the EU’s response to internal crises and emergencies

On 30-31 March 2026, the Jean Monnet Centre of Excellence on Crises and Emergencies in EU Integration (EmergEU) held its second workshop titled “The EU’s response to internal crises and emergencies: transforming competences, institutional balance, and policy directions?”. The event brought together scholars and practitioners at the Faculty of Law of Maastricht University to reflect on how the response to crises and emergencies in different policy areas is reshaping the EU’s legal and institutional framework.

 

Panels

Following opening remarks by Andrea Ott and Matteo Bonelli, the workshop featured four thematic panels.

Panel 1: 'Economic and Monetary Union' addressed crisis-driven developments in EU fiscal governance, common debt, and the role of key institutions.

Panel 2: 'Values and the Rule of Law' examined the EU’s responses to internal challenges to its foundational values, including legislative and judicial developments.

On the second day, Panel 3: 'Health and Internal Market' focused on regulatory and legal responses to supply chain disruptions and public health emergencies.

Panel 4: 'Horizontal Reflections' offered broader constitutional perspectives on emergency law and institutional balance.

 

EmergEU Podcast

The workshop also resulted in the recording of the second episode of the EmergEU Podcast, “Emergencies and the Economic and Monetary Union”, hosted by Alessandro Cuomo with Ana Bobić and Marijn van der Sluis as discussants.
