Cosimo Monda

Cosimo Monda is the Director of the Maastricht European Centre on Privacy and Cybersecurity (ECPC), which has been established in 2016 at the Law Faculty, Maastricht University.

At ECPC his work has a strong European and international outlook in the field of privacy and cybersecurity, steering an interdisciplinary group of researchers, academics and professionals active in areas of fundamental rights, data privacy, transparency and confidentiality, IT, data security, and more. Cosimo Monda has a longstanding experience in designing executive education, certification courses and online learning modules for professionals who are required to deal with new regulations and on-going developments in the privacy and cybersecurity market. Before joining Maastricht University, he was working at the European Institute of Public Administration, as Senior Lecturer and Head of Information, Publications, and Marketing services. He holds a Law Degree obtained at the University of Bologna.

His fields of expertise include Data Protection and Cyber security, EU Information Management; Transparency and access to documents; EU Agencies; EU decision-making procedures and Institutions and EU law.

Helena Bossini Castillo   

Helena Bossini Castillo is a Lecturer at the European Centre on Privacy and Cybersecurity (ECPC), which she joined in September 2023. Before joining ECPC, Helena worked as a Privacy Officer at the Faculty of Health, Medicine and Life Sciences at Maastricht University, where she advised on the compliant use of health data for research and education. In this role, she gained extensive experience in the challenges that researchers and the healthcare sector face in improving the quality of life of patients while protecting their privacy. Her professional experience also includes working as a legal and privacy advisor for hospitals, start-ups and automotive companies.

In addition to her work at Maastricht University, Helena participated in the working groups for the implementation of the Code of Conduct for Scientific Research promoted by Health-RI and Coreon in the Netherlands. In addition, she contributed to the discussion on the secondary use of health data in the Netherlands carried out by Health –RI.

Magali Feys

Magali Feys is a distinguished lawyer specializing in Intellectual Property (IP), Information Technology (IT), Health Law, and Data Protection law. Magali has established herself as a trusted advisor to governments, businesses, healthcare institutions, and technology companies navigating the complex intersection of law and innovation. With extensive experience in these rapidly evolving fields, Magali provides expert legal counsel to clients navigating the complex intersections of technology, healthcare, and privacy regulations. Magali Feys' practice focuses on helping organizations leverage technological innovations while ensuring robust legal protections for their intellectual assets and sensitive data. Her unique blend of expertise makes her a valued advisor in today's digital health landscape. Additionally, Magali works for governments and drafts legislation, drawing on her extensive experience with other clients in the field. This combination of private sector and governmental work allows her to provide comprehensive and well-informed legal guidance across her domains of expertise.

She played an important role in shaping the European Health Data Space (EHDS) regulation. Additionally, she pioneered a 'Data Governance Model' to handle data request for secondary use for hospitals. This innovative framework allows healthcare institutions to share and utilize health data for secondary use (such as scientific research) while incorporating robust legal, ethical, and technical safeguards.

Rosario Imperiales

Rosario Imperiali d’Afflitto: A Pioneer in Data Protection and Privacy 

Rosario Imperiali d’Afflitto is an expert in data use, protection and privacy, with extensive experience as a consultant and Data Protection Officer for various companies and public entities. He is also a dedicated researcher and author of numerous publications in this field. 

As the founder of Officine Dati, a cultural association promoting awareness of data protection issues, Rosario has led many educational initiatives. He is a respected speaker at national and international conferences and webinars. 

Rosario also created "Data Hub Imperiali," an online platform for in-depth analysis and discussion on data protection topics. His contributions as a consultant, researcher, author, association founder, and speaker underscore his commitment to advancing this vital area. 

Rosario Imperiali d’Afflitto

Chang Sun 

Dr. Chang Sun is an Assistant Professor at the Institute of Data Science at Maastricht University. She obtained her PhD in Privacy-preserving personal data analysis in 2022. 

Her current research interests cover privacy-preserving distributed data mining, federated machine learning, synthetic data generation, decentralized personal data management, health data analysis, and personal knowledge graphs and linked data. She used data science technologies (e.g., deep learning models, federated machine learning models, GANS) to solve research challenges in health domains such as diabetes, rare diseases (Leukemia), cardiovascular diseases, and sleeping disorders, and also in social sciences. Chang is highly motivated to achieve her research goal, which is to find ways to balance the emerging importance of responsible data practices with the social and scientific value of research.
