Guest Lecture: Lóránt Havas explores current challenges in the EU’s CFSP
On 27 May 2025, Lóránt Havas, Head of Division in the Legal Department of the European External Action Service (EEAS), delivered a guest lecture at the Faculty of Law of Maastricht University. Addressing master's students, he offered an in-depth analysis of the contemporary challenges confronting the European Union’s Common Foreign and Security Policy (CFSP).
Drawing on the evolution of CJEU case law, Havas examined whether CFSP competences retain a special character in comparison with the EU’s supranational competences, and explored the extent to which the post-Lisbon framework has contributed to a gradual “normalisation” of the CFSP within the EU legal order. He further highlighted the persistent institutional and policy constraints inherent in this predominantly intergovernmental field.
The lecture concluded with an overview of the EU’s most recent instruments in the security and defence domain, notably the European Defence Fund and the European Peace Facility, and their significance for the Union’s evolving external action architecture.
