EU Trade Policy and Geopolitics



Seminar by guestspeaker Cecilia Malmström, Non-resident Senior Fellow at the Peterson Institute for International Economics and visiting professor at the School of Business, Economics and Law at the University of Gothenburg. Former European Commissioner for Trade.

In the midst of geopolitical tensions, elections in the EU and in several key trade partners, including in the US, EU trade policy faces several challenges. The concept of ‘Open Strategic Autonomy’ that permeates the course for an open, sustainable, and assertive EU trade policy has translated into concrete policy measures and regulations that seek to achieve a sustainable, climate-neutral and inclusive economy. However, some of these measures are perceived as unilateral and have raised concerns from trade partners. At the multilateral level, the EU has set as a priority the reform of global trade rules to ensure that they are fair and sustainable, including the reform of the WTO dispute settlement mechanism, and the discussion on trade and industrial policies, climate change and environmental sustainability, and social inclusion. 

This scenario gives rise to a series of interrogates that will be addressed during this seminar: What are the geopolitical implications of EU’s current trade policy? How can the EU contribute to coordination at the multilateral level while pursuing its key policy objectives? What can we expect from the 13th WTO Ministerial Conference (MC-13)? What should be the way forward for EU’s internal and external trade policy? 

BIO

Cecilia Malmström, a former member of the European Commission and the European Parliament, joined the Peterson Institute for International Economics as nonresident senior fellow in June 2021. She is host of PIIE's Trade Winds biweekly monthly event series.  She lectures regularly at different universities and is a senior advisor on global affair at Lindholmen Science Park in Goteborg, Sweden.

Malmström has devoted the better part of her career to global affairs and international relations and has extensive experience with multilateral leadership and cooperation. She served as European commissioner for trade from 2014 to 2019 and as European commissioner for home affairs from 2010 to 2014. She was first elected as a member of the European Parliament in 1999, serving until 2006, and was minister for EU affairs in the Swedish government from 2006 to 2010.

As European commissioner for trade, Malmström represented the European Union in the World Trade Organization (WTO) and other international trade bodies. She was responsible for negotiating bilateral trade agreements with key countries, including agreements with Canada, Japan, Mexico, Singapore, Vietnam, and the four founding Mercosur countries.

Malmström holds a PhD in political science from the department of political science of the University of Gothenburg.
