On 24 March 2017, the UN Security Council (UNSC) adopted Resolution 2347 on the protection of cultural heritage in armed conflicts. This has been widely lauded as ‘a historic milestone’ in the international struggle to safeguard endangered heritage. But, how and to what extent may this legislative action by the key global authority substantively contribute to the better protection of cultural heritage worldwide? What is the paramount objective and true significance of this instrument? Dr. Jakubowski's contribution offers an overview of current challenges and pitfalls of the international protection of cultural heritage in armed conflict. Next, it discusses how Resolution 2347 addresses international obligations in the realm of cultural heritage. Finally, it analyses whether and how Resolution 2347 can be seen as a platform for more effective multilevel cooperation for the protection of cultural heritage in armed conflicts, enabling more effective operational measures. Hence the key objective of this paper is to explore the role of the UNSC in the expanding field of global cultural heritage governance.
