It needs cultural diversity and even friction in the great family of European nations to innovate, to create and to excel.
But when it comes to security and core values, the turbulent international order imposes on Europe a strong necessity to cooperate.
Holslag will make clear that the future of European unity should therefore be less technocratic and more strategic.
