Giselle Bosse Scientific Lead on Citizen-Centred EU Enlargement Project

The project ‘Making Sense of EU Enlargement for, with and by Citizens’ (CitiSense) hasbeen awarded €3.5 million in funding under Horizon Europe. Of this amount, €530,000 is allocated to FASoS. The consortium is coordinated by Prof. Erik Jones (European University Institute).

Prof. Giselle Bosse serves as Scientific Lead of the project and is responsible for its overall research design and academic direction. The project aims to foster a more effective and resilient EU enlargement policy. CitiSense focuses on enhancing public understanding of the security, economic and societal impacts of enlargement by placing citizens at the centre of research, dialogue and policy development.

CitiSense adopts a unique threefold approach:

  • For citizens: producing clear evidence on the costs and benefits of EU enlargement and non-enlargement.
  • With citizens: systematically analysing public attitudes, perceptions and concerns.
  • By citizens: creating direct opportunities for citizens to participate in debates and co-design solutions.

CitiSense brings together 16 leading European universities and think tanks to advance a more effective and resilient EU enlargement policy, foregrounding citizens’ perspectives in assessing its security, economic, and societal implications. Building on prior Horizon projects, CitiSense will adapt and scale up proven formats such as Youth Labs, Civil Society Networks and Expert Hubs, while contributing new methods and original data to advance earlier research.

CitiSense will employ a multimethod research design and produce a wide range of outputs, including:

  • Multidimensional toolboxes for policymakers, administrators, educators and civil society integrating public opinion data, cost–benefit analyses and foresight scenarios.
  • Manuals for participatory mechanisms such as Hackathons, Citizen Assemblies and Youth Labs.
  • A digital guidebook of “30 FAQs on Enlargement”, Europe-wide student-authored country reports, educational resources for schools and multimedia content including podcasts, Instagram reels and an interactive art exhibition.

These outputs will provide accessible, user-friendly and transferable resources that promote transparent communication, inclusive policymaking and informed public debate on EU enlargement.
