Moving with a moving van: mind the zero-emission zone!
From 1 January, 2025, Maastricht has designated an area where no harmful substances are emitted. This is called a zero-emission zone (ZE-zone). When driving in such a ZE-zone, your delivery van must be emission-free.
This regulation has been issued to improve the liveability and shopping and residential climate in the city and to reduce disturbances.

What is the zero-emission zone?
The zero-emission zone is an urban area where polluting delivery vans and trucks are not allowed to enter. This means delivery and freight vehicles running on fossil fuels such as gas, petrol, or diesel. With this measure, municipalities aim to reduce particulate matter and CO2 emissions in cities. The zero-emission zone in Maastricht includes the city centre and Wyck, excluding the ring roads on the western side.
When will the zero-emission zone take effect?
The zero-emission zone will take effect on 1 January, 2025, for various delivery vans and trucks. From 1 January, 2030, all delivery vans and trucks must be emission-free. A transition period applies in the meantime.
I am a university student. What does this mean for me?
Are you a student moving to Maastricht after 1 January, 2025, or leaving Maastricht? There is a good chance you will need a delivery vehicle. These vehicles will no longer be allowed within the Zero-Emission Zone. If you are using a delivery vehicle owned by a family member or friend, you can use the license plate check here: https://kentekencheck.opwegnaarzes.nl/. This allows you to apply for a day permit or use a vehicle with an emission class that is permitted.
These new regulations may also impact organising events (logistics access for suppliers and/or visitors) and organised bus trips (hiring bus companies).

I have a passenger car that runs on fossil fuels. What about that?
The ZE-zone only applies to delivery vans and trucks. You can still enter the zone with your passenger car. If you own a delivery vehicle that is not permitted in the ZE-zone but use it exclusively for private purposes, you can apply for a permanent exemption. The ZE-zone only applies to vehicles used for professional purposes.
How can I check if my vehicle is not allowed in the ZE-zone?

If you are renting a delivery or freight vehicle, it is always advisable to check with the rental company. These rules also apply to foreign license plates.
Am I eligible for an exemption or permit, and how can I apply for one?
You can apply for a maximum of 12 day permits per municipality, per vehicle, per calendar year for both delivery vans and trucks. The day permit is valid for one calendar day, starting at 00:00 and ending at 06:00 the following day.
If you own a vehicle not allowed in the ZE-zone but use it exclusively for private purposes, you can apply for a permanent exemption. The ZE-zone only applies to vehicles used for professional purposes.
An exemption can be requested through the RDW.
What happens if I drive a non-exempt vehicle into the ZE-zone?
The municipality of Maastricht will monitor license plates on access roads using ANPR cameras and municipal enforcement officers. If you are found in violation and do not have an exemption, you risk a fine. The amount of the fine has not yet been determined.
