… attached to its functioning, the ESM’s role in the Economic and Monetary Union (EMU) was marked by the difficult economic environment in which it was created. As such circumstances became less apparent, some of its core characteristics had to be revisited in order for it to fit the EMU post-crisis’ version of economic governance.
