Een ministeriele beleidslijn geeft, ook als deze ruimte voor de grensregio’s verschaft, onvoldoende zekerheid. De wet zelf of minimaal een Algemene Maatregel van Bestuur moet voldoende ruimte bieden voor een beredeneerd aanbod aan anderstalige opleidingen in grensregio’s: bestaande en ook nieuwe opleidingen, die door de universiteit mede worden geïnitieerd op verzoek van en in samenwerking met maatschappelijke … door een bevolking die – let wel – krimpt en ontgroent, antwoord geven op de economisch-maatschappelijke vraagstukken van digitalisering, circulariteit en energietransitie terwijl de uitgangspunten van brede welvaart niet uit het oog mogen worden verloren.
