In januari 2018 heeft appellante een positief bericht van de stageplek ontvangen waarna ze de stage heeft aangemeld bij de UM. Naar aanleiding van deze aanmelding is appellante tijdens een gesprek op 14 januari 2018 gewezen op het verplichte tentamen “European Labour and Social Security Law” dat in de door haar gewenste stageperiode (blokperiode 5) staat ingepland. Appellante heeft vervolgens contact opgenomen met zowel de stagecoördinator als met de opleidingsdirecteur. Zij is van mening dat zij op basis van toezeggingen van de stagecoördinator in mei 2017 er op mocht vertrouwen dat zij het verplichte tentamen “European Labour and Social … dit ook mogelijk was, om gedurende deze keuzeperiode te werken en geen tentamens te volgen, om het verzoek voor een uitzondering niet in een eerdere fase aan te vragen bij de examencommissie en om het aanbod van de stagecoördinator af te wijzen om contact op te nemen met het betreffende advocatenkantoor om een oplossing te zoeken vanwege zijn relatie met dit kantoor, dient naar de mening van het CBE voor rekening en risico van appellante te komen.
