If you would like to study at Maastricht University (UM), you will have to send in your application via Studielink. UM will then check whether your previous education meets UM’s admission requirements and will notify you of the outcome. If you meet the requirements, you qualify for admission.
This does not always mean that you will be admitted, because some programmes have extra requirements. Some bachelor's programmes have a set number of students and you will have to go through a selection procedure to procure a place.
If you satisfy all of the requirements, you can be admitted. Once you have been admitted, you can enrol and become a student at Maastricht University.

Student finance consists of four different components, which are:
A loan
Student travel product (Dutch: “OV” student card)
Supplementary grant
Tuition fees loan
The loan, the student travel product and the tuition fees loan are eligible for everyone. Whether you are eligible for the supplementary loan depends on the income of your parents. You must be younger than 30 on the day your student finance starts.
The MPP Scholarship is intended for students from non-EU countries who want to study the Master of Science in Public Policy and Human Development, a unique programme that is a collaboration between the United Nations University and Maastricht University. This scholarship is awarded to one MPP student per year, and covers the non-EU institutional tuition fee of €16,600. There is no age restriction to apply for this scholarship.

Every foreign student will need to prove legal residence in the Netherlands as part of their enrolment requirements. If and how you have to do that, depends on your nationality and where you live.
The details of every non-EU-applicant are automatically passed on to the Visa Office. You will then receive an email with instructions on what to do.
