Building Resilience and Adaptive Governance
Volledige vakbeschrijvingBuilding resilience and promoting adaptive governance are key issues in the international discourse on how to respond to an increasing frequency and magnitude of environmental change and extreme events. The concept of resilience which emerged in the field of ecology recognizes that crises and disasters can not always be avoided (Holling 1973; Folke 2006), but that societies and social-ecological systems need to learn from crises and build resilience. How resilience building can be advanced and how strategies for adaptive governance can be developed are core questions of the course.
Doelstellingen van dit vakThe course aims to develop an interdisciplinary perspective on resilience and adaptive governance in the light of social-ecological crises and environmental change. The course will informed by research undertaken in the field of resilience, disaster risk reduction, development research and earth system governance. While the first part of the course will deal with different conceptual and theoretical approaches of resilience and risk governance, earth system governance and adaptation, the second part of the course will examine practical case studies how resilience building can be examine, e.g. at household level (micro-perspective) and at national level (macro-perspective) before, during and after disasters or crises have occurred. Special emphasis is given to the evaluation and identification of learning processes and changes before, during and after disasters. In this regard the students are also examining strategies and tools for resilience building and adaptive governance as well as earth system governance including the role and mandate of different international organizations (e.g. UN/OCHA), governments and local networks involved in and affected by complex crises situations.
