Professional career history
Education and Career
Cees Mulder, born in July 1954 in Tilburg (NL), studied Physics and Chemistry at Utrecht University, where he received his Master's degree in 1977. Subsequently, Cees worked as an officer of the Royal Netherlands Navy at the Physics Laboratory RVO/TNO in The Hague.
After completing his PhD in Physics at Leiden University (1982), Cees joined Philips Electronics, first as a researcher at the Philips Research Laboratory in Eindhoven, and subsequently at the Central Development Laboratories of Philips Lighting. In 1994 Cees joined the Philips Patent department as a patent attorney trainee. Cees qualified as a Dutch patent attorney in 1997 and as a European patent attorney in 1999.
From 2001-2009, Cees was a founding partner of DeltaPatents a private patent attorney office in Eindhoven.
Cees is a senior lecturer in many courses on the European Patent Convention, the Patent Cooperation Treaty, the Paris Convention and the Patent Law Treaty.
Since 2003, Cees has been the author of the book “The Cross-Referenced Patent Cooperation Treaty” (published yearly).
Cees is co-author of the book "Proceedings before the European Patent Office - A Practical Guide to Success in Opposition and Appeal", issued in 2015 by Edward Elgar Publishing.
In addition, Cees is co-author of the book "Smart in C - A Simple and Efficient Methodology for EQE Paper C" and of the book "Tactics for D - A Methodology for EQE Paper D".
Furthermore, Cees is the author of the book "A Self-Study Guide for the Pre-Examination of the EQE - Part I: The Legal Questions".
Since 1999, Cees has been a tutor at the Centre d’Etudes Internationales de la Propriété Intellectuelle (CEIPI) at the University of Strasbourg.
Since 2005, Cees has been a co-speaker at the “Formal Requirements of the European Patent System - A seminar for Administrative Staff in the Patent Profession” at Management Forum in London.
He also is a frequent co-speaker at seminars organised jointly by the Institute of Professional Representatives before the European Patent Office and the European Patent Academy.
Since 2014, Cees Mulder together with Nyske Blokhuis (EP&C) provide training for candidates preparing for the European Qualifying Examination at Maastricht University.
Since 2009, Cees has been lecturing European Patent Law at the Faculty of Law of the University of Maastricht in the Department of International and European Law. In 2017, Cees was appointed Professor of European Patent Law in Global Context.
In 2011, Cees successfully defended at Maastricht University a PhD thesis, this time not in Physics but in Law, entitled: “On the Alignment of the European Patent Convention and the Patent Cooperation Treaty with Requirements of the Patent Law Treaty”.
