Course Description

The European Union (EU) is a key actor in many areas of external relations. However, the governance system on which the EU external relations rely can be an inscrutable maze, even for insiders. External matters touch upon different EU competences, thus generating great diversity amongst the actors involved and the decision-making processes.

This 5 day executive course provides an in-depth analysis of the governance system of EU external relations. It does so while using the unique Problem Based Learning system (PBL), developed by Maastricht University, which stimulates interactive teaching. In the same vein, the course has a strong competence acquisition component. This includes training in communication and negotiation skills, comparative case studies and normative analysis.

Main objectives

  • Increase understanding about the governance across multiple policy areas (CFSP/CSDP, ENP, trade).
  • Acquire insights into the day-to-day functioning of the European External Action Service, EU Delegations, European Commission, Council of Ministers, and European Parliament
  • Reflect on the implications that EU external policies have on its principles of consistency, transparency and accountability.
  • Apply knowledge to salient issues through detailed case studies.
  • Further improve relevant competences in the European external relations field.


This intensive executive course takes place over 5 full days. One day each is reserved to discuss the governance of EU security policy, EU neighbourhood policy, and EU trade policy. The remaining two days are dedicated to horizontal conceptual discussions. Lunch and refreshments are included in the fee.

Participants get an online reader in advance with the required material for the course and for the seminar discussions.

Who can apply and how?

Enrollment is limited to 15 experienced officials, diplomats and representatives of business and societal organizations. This select group of participants will work on real-world problems under the supervision of experts in the external dimension of the EU. Admission is competitive and the procedure includes a CV and a letter of motivation.
