- Esther Schuering
PhD Fellow, Maastricht Graduate School of Governance, Maastricht University. Esther Schüring is a social scientist, specialized in the area of development economics and comparative and developmental political analysis. She has great expertise in analyzing social protection policies and advising developing countries on the design and implementation of social protection programs. Her main focus has been on strengthening evidence-based policy making in the area of social protection, designing social cash transfer programs in light of the existing capacity and budget constraints, optimizing the administrative delivery structures, sensitizing the greater public and decision-makers on the need for social assistance and on building long-term capacity in the country. She has spent most of her professional life in Sub-Saharan Africa and has worked extensively with Social Ministries in Zambia, Ghana, Rwanda, Madagascar as well as Vietnam. Next to providing advisory services, she is currently pursuing her PhD in social protection policy at the Maastricht Graduate School of Governance, focusing on the question whether social cash transfer programs should be conditioned in low-income countries.
- Charles Crevier
Charles Crevier, a Canadian national, is responsible for social security training activities at the International Training Centre of the International Labor Organization (ILO) based in Turin, Italy. From 2008 to March 2010, he was the technical manager of Quatrain Africa, a project designed to enhance financial governance capabilities of social security institutions in Africa. From 2003 to 2008, he worked as an actuary in the Social Security Department of the ILO in Geneva on numerous technical cooperation projects concerning actuarial matters and financial governance in Africa, the Middle East and the Caribbean. Mr. Crevier has a degree in actuarial science from Laval University, Canada.
- Mariana Stirbu
Mariana Stirbu holds the position of Social Policy & Economics Specialist at the UNICEF Regional Office for West and Central Africa, with a lead portfolio on Social Protection. Previously, she held Social Policy Specialist positions with UNICEF Cambodia and also with UNICEF Regional Office for South Asia, working on a broad range of issues, including socio-economic analysis, child poverty, fiscal budgets, social protection / cash transfers, and social policy analysis. Prior to joining UNICEF, Mariana worked on development issues with international projects, NGOs, and the UN in Moldova.
Mariana has (co)-authored articles, papers, reports and discussion notes on a number of topics, more recently on social protection, cash transfers, climate change and children, climate change-adaptive social protection, equity in education, and social budget analysis.

Franziska Gassmann
Senior researcher/ Head of Training Activities & Research Projects, Maastricht Graduate School of Governance, Maastricht University. Dr. Gassmann is a highly qualified and experienced economist with extensive experience in development economics and related fields. She has demonstrated her skills and expertise as a consultant and researcher in the economics of poverty reduction and income distribution, social policy reform, transition and development. Dr Gassmann has extensive experience with the analysis of large household data sets and with methodologies to analyze poverty and social exclusion and to assess the efficiency and effectiveness of formal and informal social protection systems. She is experienced in the development of monitoring systems, indicators and data collection methods that allow the regular assessment of poverty and the effectiveness and efficiency of social assistance policies. Dr. Gassmann has advised Governments on social protection reform issues in numerous projects.
