Participants profile

The course is ideal for participants from countries in the early stages of considering and developing social transfer schemes. Those countries with more experience may consider it an opportunity for expanding the cadre of professional staff able to engage in the management of social protection (for instance, broadening capacity from social development ministries into ministries of finance); those that have not yet begun to think about social protection may find the course useful if there is a possibility of moving debate in this direction in future.  The course is designed for participants with degree level education and good analytical capacity. No previous experience or training in social protection is expected, although a broad familiarity might be useful. The course will require participants to engage actively in the learning process.

Participants in each training course will comprise 6 country teams. Each country team will consist of 5 members and ideally be composed of: 

  • At least three members from relevant Government ministries (e.g. social development, planning, finance), whose post includes or may in future include responsibility for some aspect of social transfer programming 
  • One UN agency staff member, whose work is largely focused on building social protection in that country 
  • Optional: One civil society representative (where civil society is closely involved in the development of social transfer programs in that country)

Prior to the start of the course, country teams will prepare a short note on current social protection initiatives in their country, issues and challenges. At the end of the course, each team will present lessons learned relevant for the respective country situation.
