- Wrote his thesis “Self-determination and Human Rights” (1977);
- Worked at the Home Office (Constitutional Affairs, Minority Affairs) (1977-1983);
- Worked at the Ministry of Justice (Research on legislation; anti-fraud department, policy on prosecution);
- Has been working at the same ministry at the Legislation Department, from 2000 as Head of the Knowledge Centre on Legislation.
Was Member of the Board of Amnesty International (Dutch Section; 1979-1983) and co-founder of PIOOM (research in the field of Human Rights).

Hoogleraar Wetgeving en Wetgevingskwaliteit
- Promoveerde in 1977 bij prof. mr. P.H. Kooijmans en dr. A.J. Hoekema (Vrije Universiteit) op het proefschrift “Het zelfbeschikkingsrecht der naties en de rechten van de mens”;
- Was werkzaam op het ministerie van Binnenlandse Zaken (1977-1983; stafafdeling Constitutionele Zaken, Directie Minderhedenbeleid);
- Was op het ministerie van Justitie werkzaam als raadadviseur wetgevingsonderzoek bij het WODC (1983-1991) en in diverse beleidsfuncties (1991-1998; fraudebestrijding, hoofd opsporing en vervolging van de Directie Handhaving);
- Is sinds 1998 werkzaam op de directie Wetgeving van het ministerie van Justitie, eerst als secretaris van de Visitatiecommissie Wetgeving en sinds 2000 als hoofd van het in dat jaar opgerichte Kenniscentrum Wetgeving.
Was lid van het bestuur van Amnesty International (1979- 1983) en mede-oprichter van PIOOM (Stichting voor onderzoek naar mensenrechten).
