Curriculum vitae
Nishara Mendis is a PhD fellow at the Institute for Globalization and International Regulation (IGIR) since September 1, 2008. She obtained a degree in Law from the University of Colombo, Sri Lanka, with First Class Honours in 2003, and a Master in Laws from Yale Law School in 2005. She has worked as a researcher in the Legal and Constitutional Unit for the Center for Policy Alternatives, Colombo (2003-4) and as a lecturer in Environmental Law, International Law, Land Law and the Law of Delict at the University of Colombo (2003-4 and 2005-8). She has also been a research assistant to Judge C.G. Weeramantry at the Weeramantry Center for Peace Education and Research, on a publication for the World Future Council on religion, environment and the responsibilities to future generations (2006-8).

The working title of her PhD thesis is: “The WTO GATS Agreement and the Protection of Core Societal Values”. The research addresses the question whether sufficient protection for core societal values is provided within the current GATS framework. In particular, it examines the degree of flexibility that is available to national and local policymakers to protect the core values of their societies in the context of economic globalisation and the commitment to the progressive liberalisation of services under GATS, It examines whether other sources of law or legal principles, outside of WTO law, should be taken into account in this context. The PhD research is supervised by Prof. dr. Peter Van den Bossche and is funded by Maastricht University. The research started in 2008 and will be completed by 2012.
