Het WODC bestaat sinds eind jaren 40 als documentatiecentrum en sinds 1973 als wetenschappelijk instituut. Het publiceert tientallen studies per jaar op de terreinen van Justitie en Vreemdelingen en Integratiezaken, onderhoudt databases en datawarehouses, doet longitudinale analyses en verricht CBP-achtige prognosewerk, heeft een eigen tijdschrift (Justitiële Verkenningen) enz. Er werken ca 100 mensen met een budget van ca 11 miljoen euro. Een deel van het onderzoek wordt uitbesteed. Het instituut staat op afstand van het Ministerie van Justitie; studies en rapporten zijn niet ‘des Ministeries’.
- Per 1 mei 2006: deeltijd (0,2) (universiteits)hoogleraar ‘ Recht, Openbaar bestuur en sociaal-wetenschappelijk onderzoek’ aan de Universiteit te Maastricht.

Curriculum vitae
Frans L Leeuw (sociologist) was born in 1953.
He is currently Director, Research, Statistics and Documentation Center (WODC), Ministry of Justice, the Netherlands.
He is also a Professor, Law, Public Policy and Social Science Research, University of Maastricht.
He was President of the European Evaluation Society (1999-2002). As of September 2003, he is President of the Dutch Evaluation Society.
