Curriculum vitae
Jeroen Blomsma holds a master’s degree in law from Maastricht University. After working for the Public Prosecutor's office in Maastricht, he came back to the faculty in 2006 as a lecturer of criminal law. As of august 1st 2007 he is working as a junior-researcher on a PhD-research. He is also secretary of the editorial board of the Dutch Commentary on international cooperation in criminal matters.
His research is part of the project “Towards a general part of Criminal Law for the European Union” and centers around mens rea and defences. Mens rea can be described as the mental element of criminal behaviour. Aspects of the research on mens rea are amongst others, intent, knowledge, recklessness and the principle of nulla poena sine culpa vs. strict liability. A defence is a type of plea where the defendant admits the accusations but asserts further facts which, in law, justify or excuse his action. One might think of self-defence, insanity or duress. This ambitious project aims at creating a general part of European criminal law by inferring the common general principles of criminal law from the existing legal systems of the Member States and the EU and subsequently merging them into one coherent and enforceable system. The dissertation is written under the supervision of Prof. Mr. André Klip.
Jeroen Blomsma teaches the courses ‘Forensic DNA’, ‘European Criminal Law’ and ‘Dutch Substantive Criminal Law’ this year.
